Description
The Newark Bay-Hudson County Extension runs 8.1 miles from Interchange 14 in Newark to Jersey Avenue in Jersey City. Nearly 80 percent of the roadway is carried on bridge structures. Those 29 structures are in poor condition and require regular, disruptive, and costly maintenance just to remain in service. Traffic growth and port-related heavy truck activity cause regular congestion. The Newark Bay-Hudson County Extension Improvements Program is comprised of four independent projects that will modernize the full length of the Extension, replacing the 29 bridge structures and adding capacity to ensure safety and reduce congestion. The first project of the Program will replace 16 structures between Interchanges 14 and 14A, including the Vincent R. Casciano Bridge over Newark Bay.
Schedule
Project 1 covers the western half of the Extension between Interchange 14 in Newark and Interchange 14A in Bayonne. It includes the Vincent R. Casciano Bridge over Newark Bay. Environmental studies and preliminary engineering for Project 1 began in 2021. Final design began in 2023. Construction on Project 1 is expected to begin in 2026 and last an estimated 10 years. The Casciano Bridge is being replaced by twin cable-stayed bridges. The first of those bridges is expected to be completed and opened to traffic in 2031. The existing bridge will then be demolished and the second cable-stayed span will be built.

A Public Hearing for Project 1 of the Newark Bay-Hudson County Extension Improvements Program was held in Bayonne on June 18, 2025. This report contains responses to comments submitted by the public during the hearing and during the open public comment period that followed.
Final Environmental Assessment 14 to 14A
This document, dated April 18, 2025, is the Final Environmental Assessment prepared under the National Environmental Policy Act. The Final EA has been updated in response to comments received on the Draft EA, which was issued on May 9, 2024. The U.S. Coast Guard issued a Finding of No Significant Impact on May 7, 2025, based on this Final EA. (Please note: Appendices A and E are very large files and could be slow to download.)

Final Environmental Impact Statement, Interchange 14 to Interchange 14A / Newark Bay Bridge Replacement and Associated Improvements
This document, dated April 18, 2025, is the Final Environmental Impact Statement prepared under New Jersey Executive Order 215. Based on the analysis contained in this document, there are no impacts of the proposed improvements between Interchanges 14 and 14A which cannot be reduced to acceptable levels. A draft of this document was submitted to the New Jersey Department of Environmental Protection (NJDEP) on April 20, 2023. The document supported the NJDEP’s decision-making in issuing a permit to the Authority for the Proposed Project on April 3, 2024.
